On August 28, 2025, at the meeting, the Board of the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) recognized as justified the possibility of safe operation of the Khmelnytskyi NPP Unit 2 until the end of design service life of the plant – September 07, 2035.

This decision was made based on the results of the State Nuclear and Radiation Safety Examination of the Periodic Safety Review Report (PSRR) developed by JSC “NNEGC “Energoatom” as the operator in accordance with the current legislation in the field of nuclear energy use and nuclear and radiation safety standards.

The State examination, conducted with the participation of the State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS), confirmed:

• compliance of the PSRR materials of the Khmelnytskyi NPP Unit 2 with national requirements, IAEA recommendations and WENRA Reference Levels;
• ability of JSC “NNEGC “Energoatom” to ensure the protection of personnel, population and environment during the further operation of the power unit;
• possibility of safe operation of the power unit until the end of the design service life of the Khmelnytskyi NPP Unit 2 – September 07, 2035.

Within the framework of verification of the completeness and reliability of the report materials, an inspection was carried out at the Khmelnytskyi NPP site on June 02 - 06, 2025. Its results confirmed the compliance of the provided data with the actual state and compliance with nuclear and radiation safety requirements. In addition, no facts were identified that could call into question the ability of JSC “NNEGC “Energoatom” to ensure compliance with the conditions for conducting activities at the service life cycle stage “operation of nuclear installations of Units 1 and 2 of the Khmelnytskyi NPP”, established by the norms and standards on nuclear and radiation safety.

Taking into account the conclusions of the examination, the SNRIU Board:

• approved the Conclusion of the State Nuclear and Radiation Safety Examination for the KhNPP Unit 2;
• confirmed the possibility of safe operation of Unit 2 until September 07, 2035, subject to the implementation of safety improvement measures determined based on the results of the periodic safety review.
