On February 17-18, the management of JSC “NNEGC “Energoatom” and specialists from nuclear power plants met in a roundtable format with representatives of the World Institute for Nuclear Security (WINS).
The participants identified priority needs for an 18-month project aimed at strengthening the company's institutional capacity in the field of nuclear security. Particular attention will be paid to countering threats from internal offenders and strengthening cybersecurity.
"The situation in which nuclear facilities are being operated in wartime is unprecedented. I can hardly imagine the pressure that people working at nuclear power plants in Ukraine face. It is crucial to strengthen the security of nuclear facilities, focusing efforts on the most pressing issues," said Lars Hansen, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Norway to Ukraine. He also added that the Kingdom of Norway will continue to support Ukraine's nuclear sector, as nuclear and radiation safety are extremely important for the whole of Europe.
“We are committed to supporting Energoatom in ensuring the highest level of safety at Ukraine's nuclear facilities. International knowledge sharing is critical – both to help Ukraine and to build a broader understanding of the changing nuclear safety landscape,” said Lars van Dassen, Executive Director of WINS.
Vladyslav Borzenkov, First Deputy Executive Director for Physical Protection and Security at Energoatom, noted that in the context of russia's ongoing attacks on energy facilities, such cooperation could strengthen Energoatom's ability to counter threats: “The insights of WINS experts will give us a new impetus and allow us to get an outside perspective on our work.”
Three sessions of expert discussions were held during the event. The parties summarized the outcomes and identified the company's further needs to achieve the planned results.
For reference, WINS constantly analyzes new challenges and threats in its activities, particularly those arising from russia's war against Ukraine, which has significantly altered the global nuclear security landscape. In November 2025, WINS and Energoatom signed a Memorandum of Understanding to build on the work WINS has been conducting in Ukraine over the past few years, primarily in the areas of training, analytics, and international cooperation in the field of nuclear safety.
