NNEGC "Energoatom" Safety culture Enhancement program 2019-2020
Realizing the importance of safety in NPP operation and taking into account recommendations of the IAEA, SE “NNEGC ‘Energoatom” has been continuously working to form, promote and enhance safety culture.
This activity is aimed at creating an atmosphere of the staff’s commitment to safety, awareness of their personal responsibility for safety and adherence to the safety culture principles.
In 2009, in line with requirements of SNRIU’s regulation NP 306.2.141-2008 “General Provisions on Safety of Nuclear Power Plants”, SE “NNEGC ‘Energoatom” passed a resolution to conduct activities on the formation and improvement of safety culture on a regular and continuous basis and to implement them under dedicated Programs of specific actions.
In accordance with para.5.1.2 of NP 306.2.141-2008, a Program of specific actions is aimed at establishing and developing the safety culture at SE “NNEGC ‘Energoatom” and has to include three levels:
- technical policy of the management in the safety field;
- management’s responsibility and duties to ensure the safety of NPP;
- each employee’s responsibility and duties to ensure the safety of NPP.
Such program is designed to be completed in two years.
Since 2009, SE “NNEGC ‘Energoatom” has worked out and implemented five Safety Culture Improvement Programs (for 2009-2010, for 2011-2012, for 2013-2014, for 2015-2016, and for 2017-2018).
The Program implementation allows determining further ways for safety culture enhancement and working out new actions.
The Program for 2017-2018 involved implementing the efforts under the “Plan of Specific Actions Aimed at Improvement and Management of Safety Culture at SE NNEGC Energoatom” that was developed stemming from the results of implementation of Project U1.05/09 Т5 “Improvement of Safety Culture Management at NNEGC Energoatom and its NPPs” under the INSC-2009 Program
Actions, specified in the Plan, provided for incorporating, in a gradual staged manner, the recommendations the Consultant, namely, the Iberdrola Company, issued taking into account international best practices and expertize of leading western NPP in the area of safety culture management.
The Plan also specified the measures aimed at forming at SE “NNEGC ‘Energoatom” the “no punishment” (“no-blame”) culture that are expected to be entirely implemented under a new Program for 2019-2020.
It is anticipated that such activities will contribute to improving the effectiveness of accounting of low-level events and near misses at NPPs operated by SE “NNEGC ‘Energoatom NPP”.
Under that new Program for 2019-2020, it is planned to start assessing the effectiveness and efficiency of all actions including the evaluation of a positive effect of SE “NNEGC ‘Energoatom’ s actions upon the formation and development of safety culture.
The efficiency and effectiveness of the Program should be assessed by reviewing/confirming the achievement of objectives set therein for each action.
Such an approach has to contribute to enhancing the effectiveness of industry actions on safety culture, and to strengthening a positive effect of SE “NNEGC ‘Energoatom’ s actions upon the formation and development of safety culture.
