From 2021 Energoatom may stop export of spent nuclear fuel to RF – Head of the Company

Next year SE “NNEGC “Energoatom” does not plan to export spent nuclear fuel (SNF) from Ukrainian nuclear power plants for processing and temporary storage at radiochemical enterprises of the Russian Federation. The Acting President of SE “NNEGC “Energoatom” Petro Kotin informed about it during the visit to Zaporizhzhya NPP on December 23.

“We have already stopped shipping spent nuclear fuel to the Russian Federation. If nothing extraordinary happens, then the next year we will not supply anything for storage to RF”, said the Head of Energoatom.

He noted that the delivery of the first batch of spent nuclear fuel from the South-Ukraine NPP to the Central Spent Nuclear Fuel Storage Facility (CSFSF) is expected in May next year. Petro Kotin predicts that the last obstacle will be removed by May 2021, preventing the start of operation of the CSFSF - the construction of the railway access track to the Storage Facility on the Vilcha - Yaniv section will be completed. This track will connect CSFSF with the railway network of Ukraine and will provide the ability to transport containers with spent fuel from three Ukrainian NPPs - Rivne, South-Ukraine and Khmelnytskyi (since 2000 Zaporizhzhya NPP has its own on-site spent nuclear fuel storage).

Petro Kotin reminded that on December 18, 2020 at a meeting in the Cabinet of Ministers of Ukraine during the consideration of problematic issues regarding the construction of a railway track from Vilcha station to Yaniv station (exclusion zone, Ivankivsky district of Kyiv region) with a length of 43 km Energoatom came up with the initiative to become the customer of the above said construction in order to complete it as soon as possible - by May 1, 2021. In the future, the Company will have the right to economically manage the access track to the Central Spent Nuclear Fuel Storage Facility (CSFSF). 

“We are counting on a positive decision of the Cabinet of Ministers of Ukraine on this issue. As far as I know, there is already a Government protocol resolution. We are waiting for the final one ”, - said the Head of Energoatom.

For information: In December 2020, SE “NNEGC “Energoatom” completed the construction of the first stage of the CSFSF, in which the spent nuclear fuel from the Rivne, Khmelnytsky and South-Ukraine NPPs will be stored for the next century. The construction cost of the first start-up complex is about UAH two billion. 
The equipment of the U.S. company Holtec International has been installed, its commissioning, testing and obtaining the necessary licensing documents have begun. 
The only problematic issue related to the full commissioning of the first start-up complex was the reconstruction of the railway track on the Vilcha - Yaniv section. Unfortunately, in the previous three years, the state authorities, which should ensure the reconstruction of the track, did not carry out this work.
